The model franchise agreement is the product of a collaborative process over many years that involved contributions from a wide range of individuals and organizations. It was made possible by the leadership of the Maine legislature in enacting important new laws in 2019 and 2024 that protect consumer interests and of the Maine Attorney General in preserving and clarifying the meaning of those pro-consumer laws in challenging and important court litigation.

 

Many other individuals and organizations played constructive roles in building on the framework established by the Maine legislature and Attorney General and were instrumental in developing this model franchise agreement. A nonexclusive list of those contributing ideas and providing feedback and constructive criticism during the development process included attorneys (Cynthia Pols, Timothy Lay, James Horwood, and Michael Bradley), consultants (Casco Bay Advisors, LLC), the Maine Connectivity Authority, members of the MCMA Board of Directors, the Maine Public Utilities Commission, and legal representatives of cable companies.
